That's exactly the same as saying they certified it. It is NOT their business to determine anything other than there was no outside interference with the voting. It is not their business to determine/say/certify/verify/guarantee/attest/validate/ratify/warrant/confirm/corroborate/substantiate/endorse//vouch for/testify to/provide evidence of/authenticate or any other verb you care to use that the voting was accurate.
It is ONLY their job to protect the voting from being interfered with by outside forces. PERIOD!!!.
