We have township constables in each of the 9 townships in Indianapolis for the small claims ($6000 or less) courts. The Sheriff of the county (which is what is also the city limits) picks up everything above that. They are all elected officials who work hard to effectuate legal service, but they do not have any duties regarding collection of debts here in Indianapolis. I am a lawyer, and although I do not specialize in debt collection by any means, I have tried to collect debts for my clients, and it is really hard. I wish I had Willy helping me do it!

I knew nothing about this stuff until six months ago when I went on a crach course of self education. Here it is under 15000 for special civil court. Above that it goes to the Sheriffs.
I effect wage garnishments, bank levies, auto and property liens, but most of the time I try to get the party to start making payments at least so I don't have to do any of the above. I can hold sales of real property and the like but it is rarely done here and kind of frowned upon by very liberal judges.
I also serve tenency notices and eventually Warrants of Removal(eviction).
Like I said I don't care for any of it but I am an independent buisness man with my own office and all the right offs that come with that etc.
I make my own schedule and hours. Much to the chagrin of some of the big law firms I try to help people out as much as I can, especially if they are in real hard straights due to the economy. It is often a heart breaking situation to be in, did I say I don't like it.
But someone is going to do it and probably not as nicely as I do, and it will help me pay off these da@n college bills which are going to kill us eventually.
I like being my own boss and answering to no one, so at least that part is good.
