the blocks are used to make it faster and cheaper building boat i asked some builders at the coast they all has same answer saves time and it's cheap that way they have no waste.

One other question, when you put the deck back, how did you refinish it to blend in or keep the anti-skid?

you can either make a mold of a section of your good floor or you don't and you sand the entire floor and add anti skid to a batch of paint.
