Down here off the OBX (that's outer banks) we like using Mann's stretch 30 diving plugs. I've had best luck with red/white trolling anywhere between 4 - 8 mph.

When I lived in Virginia, we used to wire line dragging a big jighead slow and low - We used wire to cut the water easily and get down deep, had a 3 way swivel on the end, one swivel used a big ball of lead, depending on current it could be as much as 8 or 10 ounces - we used rigging wire, like the kind used on a ballyhoo rig to secure the lead to a short (6" to 12") piece of mono. On the third eylet from the 3 way we would attach a long
(6 to 12 feet) piece of mono - 30 to 50 lb - with a snap swivel at the end. Different folks used different lures, big spoons, jigheads with shad or grub tails, tube eels, even strip baits. We used a lot of Mann stretch lures, 25's and 30's - try th " match the hatch.
I liked to bag a couple of bigguns and the take light tackle with some top water poppers or mirror lures, knock down the barbs. Work the birds and catch and release bunches of schoolies.
