Looking for the link on replacing the water pump on the df140. Saw in an old post you mentioned you had the manual in a pdf? Mine is an '06.

I think the 86 is just like the 84 and I could not pull the cable without moving the motor.
That said, the cable hole had already been cutout wider to the transom and it still would not come out with either the old Merc 150 or the new zuki DF140.
It was really close but no way.
Try measuring from the cable nut to the end of the rod when it is turned all the way in. That is the distance that will not bend. If that is longer than the distance from the cable nut to the inside of the cutout, there is no way its coming out.
