Small or large gearcase? If small gearcase I would go with a 13.5"X15 stainless, most likely a MICHIGAN RAPTURE or APOLLO for cost reasons.

it's a large case ferm due to it's an 83 boat which has 25" transom

I wasn't sure, I have an 86 140 lower unit here that is a 25" with a small hub on it.

Large gear case has roughly a 4.5" exhaust opening, a small one has a 4" opening.
