i just spoke with the DEC to inquire about getting my commercial licence.
they say they need 3 years proof of sales.
what does that mean?

Don't know about there but here you have to show that you have been selling fish as your livelyhood to get a commercial license.

Of course you have to have a comm lic to sell fish so basically you can't get a comm lic. unless you buy one from someone else.

They go for $1 to 3k around here.
