hard or soft bottom paint

How can you tell if the antifouling bottom paint on a boat is a hard or soft paint,, and does it matter when recoating the paint do you have to use hard on hard ,,,,soft on soft or can either be top coated with the other

you certainly can go over hard paint with ablative but not recommended the other way.
