What's the name of the clip on the front that you hook up the trailer line to?

What's a good source for the backing plate behind it? In my case that plate is rusted badly and I found the hook hanging by one hole.

Additionally that backing plate has a rod going to the deck cleat on my setup. I need that too as the rod is rusted badly.

That would be the bow eye.

That is it and at an exceptional price!
Most places sold those with the bow eye and lifting ring being stainless but the threaded rod and nuts would not be.
Better get it at that price.
Then check it for being all stainless hardware.

You are gonna have to measure it to see if the 9" rod is at least as long as you need in order to not redrill another bow eye and relocate the winch stuff or you may have to get a stainless threaded rod.
