Glass over Gel coat ?

If I cut the inner skin under the splashwell to reattach stringers to transom can i just use resin and glass matting right over the cut onto the Gel coat?

you would probably want to sand it down to the mat and then put some new layers down untill it feathers its way to the outside of the repair.
